When Access Management Plans are Needed

Access Management Plans are required where a Performance Solution relies on operational or management measures to achieve compliant access outcomes. These situations typically arise where full independent access is not achievable due to spatial, functional or operational constraints.

Management controls do not remove the requirement for access. They must provide an appropriate level of access. This access should be reasonable and consistent with the NCC Performance Requirements. It should also align with the intent of equitable access.

Management controls must still provide an appropriate level of access and cannot remove the requirement for access.

Our Approach

Access Central prepares Access Management Plans (AMPs) that are clear, practical, and aligned with certification requirements. These plans ensure operational measures are appropriate. They are also justified and defensible.

AMPs Can Help Support Management Controls

  • Where doors or circulation rely on staff assistance
  • Where access is controlled or supervised
  • Where not all areas are independently accessible
  • Where operational measures form part of a Performance Solution

Typical Applications

Medical and Dental Practices:

  • Staff assistance to open doors
  • Reception-controlled movement through the premises
  • Treatment areas accessed with staff support

Other Managed Environments:

  • Secure or supervised areas
  • Staff-only controlled access zones
  • Spaces with operational constraints

Typical Inclusions

  • staff responsibilities and procedures
  • how access is provided and maintained
  • hours of operation and supervision
  • contingency measures
  • ongoing management obligations

Limitations and Risks

Access Management Plans cannot be used to avoid compliance where independent access is reasonably achievable. Incorrect reliance on management controls can result in non-compliance, certification delays and increased project risk.

  • staff responsibilities and procedures

  • ongoing management obligations

Incorrect reliance on management measures can result in non-compliance and approval delays.

Access Management Plans are a critical component of certain Performance Solutions. They must be carefully developed. This ensures compliant, practical, and defensible access outcomes.
